The SSISD Proposition Includes:

This new school would replace Sulphur Springs Elementary School, currently grades 4-5

This new school would be constructed on new site named Rowena Johnson Elementary

SSISD would acquire land to construct the new Rowena Johnson Elementary

Renovations to Barbara Bush
The campus renovations would include an addition, new playground, updates to floors, walls, ceilings, lighting, site accessibility improvement & some new classroom furniture. This site would serve students K-5 in the future.

Renovations to Douglass Early Childhood Learning Center
The renovations would include floors, walls, ceilings, lighting, site accessibility improvements, brick and masonry repair, and the repair and/or replacement of exterior windows. This school would continue to serve early childhood students.

Updates to Bowie
The renovations include converting the building into offices and use by special programs staff, which could include updates to finishes such as flooring, painting, and lighting.
Who can vote in the bond election?
Any Sulphur Springs ISD resident who is registered to vote may cast a ballot in the election. Voters will be asked to vote “for” or “against” the bond proposition.
The deadline to register to vote in the May election is April 4, 2024.
Early voting will take place April 22-April 30th.
Election day is May 4th.
How will this affect my taxes?
Based on Taxable Assessed Values & paying off previous debt early, SSISD can issue the bond with a 1/4 penny increase per $100 property evaluation. For a home valued $150,000- and subtracted the new $100,000 homestead exemption that Texas voters approved in November- this equates to an increase of $1.25 per year. A tax impact calculator is on the district website for homeowners to calculate the impact on their property taxes.
No tax impact for citizens 65+
SSISD property taxes for citizens ages 65 or older will not be affected by the bond election as long as an over 65 exemption has been filed with the Hopkins County Appraisal District.
According to state Law, the dollar amount of school taxes imposed on the residents homestead of a person 65 years of age or older cannot be increased above the amount paid in the first year after the person turned 65, regardless of changes in tax rate or property value, unless improvements are made to the home.
5 reasons to consider the 2024 bond proposal :
Student impact: the 2024 bond proposal will impact the learning spaces for more than 2,100 students in pre-K through 5th grades, which is about 1/2 of SSISD’s student enrollment.
K-5 grade configuration: the proposal creates K-5 elementary schools, which research shows is better for young students by eliminating multiple school transitions.
Modernize facilities: new schools and the K-5 configuration will allow SSISD to replace schools that are now 58, 64, and 70 years old.
Minimal tax increase: the maximum impact of the 2024 bond is 1/4 to the tax rate, which equates to $1.47 annually for the average home value in SSISD.
First step in long range planning: the 2024 bond is focused on SSISD’s oldest campuses and youngest students. Future bonds could address the middle school and high school.
